I'm amazed it got that far, considering virtually every non-elected official in this state was appointed by Perry, due to long he's been in office and the fact that our state tends to function somewhat like a Central Asian ex-Soviet oil-igarchy as a result.

One of the charges, apparently, could carry a sentence of up to 99 years in prison.

This actually saddens me a bit. I was looking forward to watching his 2016 campaign.

Not in a vaccuum, but it is if it was done solely for personal benefit or for another wrongful purpose, then yes, it would be the very definition of abuse of power. "Abuse of power" generally involves misusing a power that one actually has.
