Well, I believe Windjammer explained at the beginning of the past session that Senators were supposed to announce instead of being nominated (the rules state "announce their candidacy for the position of PPT"). But on the other hand, nominating is also a good way of measuring support and they are harmless, so I don't see a reason to avoid nominating someone as a mostly symbolic gesture.
