Wyoming, no question. Not only do they struggle to get 30% in statewide races, less than 15% of their state legislature is democrats.

I say Wyoming, too, as the northern tip of Idaho used to be a solidly Democratic due to the many miners up there.

Well, Idaho last elected a Democrat statewide in 1998, whereas Wyoming elected a Democrat statewide last in 2006, so by that measure...
