He's not incorrect in that a prison opening in an area does usually bring an economic boon, but yeah that's some really dumb wording.

Locking up human beings in cages, not rehabilitating them, and then releasing them back into society after 10 years after they learn from the masters of criminal activity is such a great thing for society. 

I wish we could redirect more corrections dollars to state/local areas and focus on community corrections for all but the most serious offenses.  The state of Missouri has a great system for juvenile justice, but a pretty bad one for adult courts.

Assuming this was a gaffe, that's some pretty terrible wording. Whatever the case, endorsing anything related to the school-to-prison pipeline is a great way to encourage youngs who need to come out during midterms for re-election. >_>
