I drafted this in influence of Ohio HB 99 (2012) which banned texting while driving for minors. Now that I'm looking this over again, I might have a few extra amendments to add to this later on, but the bill itself definitely has good intent and covers most things it needs to cover.

Why do I think we need to act on this? Teens need to be encouraged to keep their eyes on the road while driving; not only to protect other drivers on the road, but to protect themselves from being injured or even dying. About 50% of teens have admitted before that they text while drive and someone is 23 times more likely to crash if they text while driving. Hopefully, this bill would let the police be an influence on them to give up those habits and wait until they park. I can wait, and they can wait, to. I don't want to punish just minors, so this bill also punishes adults for the same offenses.

What do you guys think?

So we are arresting people if we think they have used their phone? Also, most bills like these don't take effect immediately.

Well, I'm about to propose an amendment that better defines the offenses. The only way police can issue citation, misdemeanors etc. is if they're confident that the driver has been using a cell phone which, in order for that to happen, a police would likely have to visually see it.
