OK. The title of the bill references a (rather bad actually) Drake song, but the content of it is a bit more serious.

We used to have a provision in the Budget template mandating that 20% of each surplus go toward the Disaster Relief Fund. This was changed with my budget procedure amendment, as estimates showed that we had a generous amount in the DRF but have not actually appropriated any money from it since Hurricane Sandy.

An executive order from my predecessor as Governor, Sirnick, dictated that the total sum be posted in each budget. However, that has since either expired or was never adhered to - so I think we're better off putting it into law. TBD is just filler since we have to look back and do an actual estimate for the budget in October.

The same goes for the "Free Cash" amendment. We've had continuous surpluses, but nobody's positive as to how much we have leftover, and this can lead to confusion about how much latitude we have with regards to spending. Thus, my reasoning is that we can create a fund comprised solely of "roll-over" surpluses to give us a better idea of where we stand

I'm not particular about the name "Free Cash" - I just derived it from what we use at town meetings. If somebody else has a better name that's fine.

Dallas, why do you want an extension on this? It seems like a pretty straightforward fix to me.

Amending the budget template is a very big deal. It should deserve additional scrutiny, even if the proposed fix seems simple enough IMO. We can use the additional time to perhaps conceive other reforms that ought to be lumped in with this.

Besides, unless I'm mistaken, we won't have enough time to put another bill in this slot for debate so we may as well draw this out - though it seems I've been overridden.

Anywho, I vote AYE although this might've merited more discussion.
