Your Imperial Highness,

What is your time frame for legislation allowing competition to AHNC in the exchange created for the IDS as part of the Healthcare bill we passed back in June? The regions were tasked were deciding whether or not to allow a competitive market and to define what that competition looks like, within the requirements set by Federal law.

Did we never get that done? I'll go through and see if I can find Scott's old stuff and see if I agree. If not, I'll get to work on it myself.

I will speak to fellow legislators on the subject to see if there's a consensus on what we should do. I will make a decision about what to do on the issue when some people get back to me.

I know he was working on it, but no legislation ever went through the Legislature on the matter. His departure was rather sudden and I just hope this doesn't become an unintended casualty of what is already a terrible situation. Shua, Duke, Lumine, Superique and myself worked too hard on this after so many years of frustration to let it slip away now.

If you have any questions I will try to answer them as quickly as possible. Also shua can probably advise as well if he is available.

Press Conference - Tax Proposals

After a decently long absence, I have to decided to tackle unemployment and poverty with my next pieces of legislation. The first one deals with unemployment: for too long, the IDS has struggled behind other regions in employment. This will no longer happen on my watch. I am offering deductions to small companies who wish to grow in our region, a $2500 tax credit for each new employee they hire, and for slightly larger companies, a phase-out on that. This will stimulate job growth in a region that desperately needs it. I hope the legislature offers their critiques if any on my proposal.

My second proposal fights poverty, and currently the way welfare works in this nation, we have started to phase out welfare and have begun to go with a different route. Instead of fighting the currents, I have embraced this new ideal, and have decided the IDS will go its own way on this. I am proposing a negative income tax, those earning under $25,000 will be taxed, not at the 5.8% flat rate, but at a -1% rate, giving them back hard-earned money to feed their families. The welfare system has proved we have to give people freedom in order to get them back on their feet, and that's what my proposal does. It also phases-out the current welfare system as we know it, cutting spending in the area to 0 by 2016.

I will now take questions.

Yes, but you did play a role, particularly in previous discussions.

May I ask why? Tongue

I talked to a few, but there didn't seem to be any inspiration in the IDS Legislature to drudge through a healthcare conversation, and I decided it'd be easier for everyone if we just punted on it.

Address from IDS Emperor

As your Emperor, I'm not going to dilute the region into the craziness that is happening right now. Too much needs fixing here. That's why, as your emperor, I will ask everyone to treat everything as normal, and continue their normal ways. We have a clear process, Vice President Tyrion is now President, and he will lead this country. I think DemPGH for his service, even in the recent series of events, I have nothing but respect for the venerable leader of this nation, and I wish him a happy retirement.

The IDS Government won't indulge socialists and rioters, we will continue to work for the people of the region and give them more job opportunities.

Ladies and Gentlemen of the IDS, in spite of what we continue to hear, we must ignore it and keep going. I am going to ask all of you to keep calm, follow reason, and be safe. Don't panic, what's happening is outside of our region. Internal Affairs Secretary Cranberry has seen our IDS militia out protecting Oklahoma and Kansas from rebellion, and as much as I appreciate us trying to help keep order, we need to keep them here, in case things get worse than they are. Therefore, my executive order.

Executive Order
All IDS Militia members are to return to the IDS, effective immediately.

Emperor Maxwell,

what do you have to say about the recent violence between residents in the lower IDS and members of the gay polygamist cult New Dawn?  New Dawn claims that the 9-14 year old boys that join their cult all came willingly of their own volition, a claim that is strongly challenged by many of the region's social conservatives and progressives.  At the same time, the Atlasian Civil Liberties Union (of which Mideast Legislator Mechaman is a member) has come to the defense of New Dawn, claiming that these lynchings are the result of a "narrowminded and dogmatic population that is intolerant of religious minorities."

With the situation as volatile as it is, what does your government hope to do to address this recent spike of violence, especially with the dozen or so lynchings we've had in the past two days?

Any violence will be quelled by the police of the region, and if the situation worsens, some of the IDS Militia. We are still focused on protecting ourselves from outside intruders trying to come and to calm our people so that we don't fall into the mess that the rest of Atlasia seems to be going through.

Cranberry is President, which means this whole ordeal is behind us. The IDS, for better or worse, has made it like no other region has, holding peace while others have declared themselves sovereign nations or taken over other regions and what not. I encourage the President, however, to absolve those who have done wrong of their guilt via pardon, due to the obviously chaotic circumstances we faced. We have never had a situation like this, and the reactions were very much out of fear for their lives or out of a lack of order.

I'm proud to say our economic reforms are almost ready, so we can move on to other pressing matters, including repairing whatever damages this revolt has caused to our region.

Executive Order

Upon Duke's Confirmation as Vice President, I hereby appoint Dixiecrat to the IDS Legislature.

x Maxwell

He's displayed a level of interest, and even though we have some disagreements, it's good to have diversity in the IDS Legislature, from strong social conservatives to strong liberals, we can bridge our differences for a better the South.

I'd like to apologize for my lack of consistency when it comes to voting booths. It's a responsibility, one of few the Governors get, and I need to be taking it more seriously.

Executive Order

Upon Sjoyce's Inaugeration as Vice President, I hereby appoint Yelnoc to the IDS Legislature.

Yelnoc has showed a tremendous amount of interest in the IDS Legislature, and I believe he is the right man for the job. He is a figure of the past that can give newer Legislators a view of the way things are done. I have only the best to hope for from him, make us proud man!

On the IDS 2: Enviormental Act -

As your emperor, I believe that the IDS should be enviormentally sound. However, due to the market and the way we subsidize green technologies, I believe we are already fast on the way to reneweable resources. This bill is beyond harmful to businesses. I tried to compromise on the issue, but seeing as my re-draft was rejected, I can not, in good conscience, sign this bill, as it does too much damage to the economy that is already in huge trouble. This would not help with our 11% unemployment.

This receives my veto. You can decide to over-ride my veto or not Flo.

Here is a link to discussion of the bill

I just wanted to say that it is both memorable and commendable that you decided to withdraw a possibly victorious campaign for the Senate so you can focus on your regional office. One of my primary focuses as a candidate is to reverse the decay of regional governments by granting them broader authority, in the hopes that more successful politicians remain at the regional level rather than immediately jumping into federal politics. Atlasia needs more people like you. plz vote 4 me

Executive Order

I hereby appoint Duke to the IDS Legislature.

x Maxwell

Duke is a loyal servant in the IDS, and I have appointed him to the legislature for the first district. Anyone who doesn't know who he is is a dummy, and I have confidence he will have a lot to add to our discussions.

Swear in as soon as possible.

Thank you for the appointment, dear maxwell.

Like a woman you want to leave but continues to offer her bed to you, the IDS keeps calling back to me, and I just can't resist the feeling of being back deep inside her legislature. I guess I'll never really be able to retire. Tongue

After a long period of delay due to cost calculations, I'm pleased to say we have finally passed the Small Business Growth Act. The IDS, instead of falling behind other regions more and more, we are taking the opportunity to grow our economy by extending a tax credit to small businesses. No longer will the IDS be dead last in employment! Another bill is coming our way dealing with poverty, and no doubt if that bill passes, I'll sign it. But first, let's tackle our unemployment problem constructively by signing this:
