Maybe he is using code word to say that if Jeb, Christie or other "establishment" candidates won't run then he is willing to take the mantle provided he can count on the fundraising and other support.

Can the establishment recognize that they have to let the non-establishment side have this one after having the ones since Reagan and spitting the bit (HW exempted because he actually was decent) on all of them.

Yes, Romney's basically signaling he's available as a backup if the other viable candidates (in the eyes of the establishment, anyway) flame out or don't run.

Establishment, they've been.  Moderates, however, they have not been (at least post-primaries).  Not that you necessarily insinuated they were, but it's commonly suggested.

Sounds like he's willing to be the late entrant "white knight" candidate (a la Fred Thompson 2008 and Rick Perry 2012) if the establishment starts freaking out about their slate of candidates again and drafts him into the race. That would be hilarious.

The establishment's not going to go throw a primary.

If the non-establishment has a stronger candidate, they should be able to win a fair election.
