I believe its addressing things like giving everyone a trophy instead of just the winners, and using affirmative action to try and level the playing field for jobs/education. Maybe it means something else, but that's the way I interpret it.

It's definitely a straw man. We need both more equality AND more real merit.

This is another one of those questions that I think is too broad; its pretty similar to the affirmative action question, IMO.
