Mostly because of the racism against the Rohingya in the state of Rakhine, in which 1/3 of all people were not counted because they were Rohingya (a hated immigrant group from Bangladesh):

Rohingyas are not an immigrant group, that is a Myanmar goverment lie. While there has been cross border migration for centuries, its an old and well established group.
