Hah, that's nothing. I also once lived one block from a district boundary, but to get from where I lived to the core of the district without leaving the district I would have had to travel a circuitous route involving many side roads.
That does sound a little rough, I don't have it that bad, thankfully.
That's weird. The glitch is just an industrial area that represents a census block between the railroad tracks. There shouldn't be houses there unless there is a counted person(s) needed to equalize population.
That's an error with where Google put's it's arrow with the Find Your Congressman feature, but I live quite close to the industrial area.
