Mr Speaker, are you completely familiar with the present rules of order of the Legislative Council?  Neither am I. Much as is being done with the Senate, the intention of this is to revamp the Council's procedures as to be more understandable, accessible, and straightforward.

I might seek to make some amendments about executive slots and executive administration for expediency's sake.

If I may pop in for a second, I would add a clause that neutrals every other legislation on this subject currently in place. It may help to sort out legality issues, as this obviously will deal with issues that hate currently dealed with, but we don't know where Tongue

Since the debate time is being extended, I would like to point out one aspect of this proposal that could use tweaking, Section 3:

I do not believe that it is necessary to give the Speaker power to have an unlimited amount of time for his or her bill to remain on the floor. In the unlikely circumstance that the Pacific Council is very crowded with bills, an older Speaker's bill could take up space that a new and potentially beneficial bill could be placed in. With that in mind, I feel the rule should be modified to allow the Speaker to keep a bill on the Pacific Council thread for a maximum of thirty days after it is introduced, or at least some cutoff along those lines.
