Reagan entirely cut government on the revenue side, while allowing it to grow immensely on the expenditures side, that's not a secret. Obama got through a repeal of the Bush Tax Cuts, but besides Obamacare, Republicans have halted him and even put through relatively minor cuts (though never below the baseline).

A GOP Congress and a Democratic President may be the right way to go for "small government".

Well, yea.  Reagan is probably the worst President and nearly destroyed this country; that is if the rhetoric of the hard right had REALLY taken hold.  As it is, it seems like we just flirted with it and brushed it aside when we realized millionaires were still drinking their tea and eating their crumpets as the economy collapsed.

Sure thing.

That's actually very possible. Truman and (to a lesser extent) Eisenhower were remarkably unpopular when they left office, but are now usually considered to be in the top 5, or at least 10, Presidents. The Republicans got walloped in the 1986 midterm elections, likely performing worse than Democrats are likely to this year. I'm not as familiar with Reagan's popularity during his second term, but I promise you it's nothing like his popularity now. History often remembers presidents more fondly than the American public at the time, and while I don't think we can bank on that happening with Obama, we definitely can't count it out either. It's likely that Obama will be remembered in the history books as the first black President and the President who instituted a major health care overhaul (with the controversies and weedy details of that reform less emphasized).
