Republicans who recognize that he could do well in a general election, based on name recognition (already people are forgetting how awful his brother was-Americans generally have short political memories), ability to raise lots of money from the Establishment, his intelligence and competence (relative especially to most other Republicans these days), his appeal to educated/respectable (*ahem*) suburban, Chamber of Commerce type voters who feel somewhat alienated from the antics of the Tea Party, and also, potentially getting (more) support from Latinos, particularly in his home state of Florida-which is always a big GOP target.

As underwhelming a candidate Jeb would be, at least he wouldn't be overwhelmingly awful. Basically a more "competent" version of GWB (or even Mitt Romney).

The problem for him is getting past the Republican primaries, and then pivoting back toward the overall electorate-which, as Romney 2012 demonstrated, is an extremely awkward and haphazard process for a Republican nominee. The Republicans are significantly less representative of the overall American population-demographically speaking-than the Democrats are in the 2010s. That's the reality, whether they accept it or not.

It's likely going to be people who generally liked George W Bush's policies, but would have preferred that he did a better job as executive.

I'm for Jeb 2016!

I imagine his "base" is the remaining neoconservatives within the GOP as well as Southern moderates, Republican Hispanics, Texans, Floridans, and Northeastern moderates who are afraid of Christie due to his scandals.
