It'll probably fail in the actual vote, knowing this Senate, but at least we know the 18 who voted against advancing it just this tiny bit. They are all Republicans:

John Barrasso (R-WY)
Saxby Chambliss (R-GA)
Tom Coburn (R-OK)
Mike Crapo (R-ID)
Ted Cruz (R-TX)
Mike Enzi (R-WY)
James Inhofe (R-OK)
Johnny Isakson (R-GA)
Ron Johnson (R-WI)
Mike Lee (R-UT)
Rand Paul (R-KY)
Rob Portman (R-OH)
Jim Risch (R-ID)
Pat Roberts (R-KS)
Tim Scott (R-SC)
Richard Shelby (R-AL)
John Thune (R-SD)
Pat Toomey (R-SD)


Kirsten Gillibrand (D-NY), Lisa Murkowski (R-AK) and Roy Blunt (R-MO) did not vote.

Obviously not nearly all the Republicans who voted for this are going to vote for the final bill, though

I think I read that they wanted to have a debate on it so they could "take their case to their people." All this is going to accomplish is to make them look like even bigger fools than they already do.

I think that they want to show some semblance of independence from the Koch brothers. Roberts needs some Koch-aine for his shaky re-election bid this year; Johnson,  Portman and  Toomey will need it in 2016.

Those who voted against cloture are really dumb. As passing a constitutional amendment will require more votes, they could have avoided looking like anti-democratic obstructionists at no cost.

They do contribute funding to journalism.  The publishers of The Nation are also a corporation and attempts to influence the results of elections.  It's hard to find a clear division between the press and political advertising. Certainly none existed during the period when the First Amendment was written. Newspapers were partisan or factional documents, and political communications - other than what was spoken directly - literally were printed on a press. Freedom of the Press isn't limited to what Congress decides is objective journalism.

I agree, and it would probably make any acts passed subject to a new round of court challenges. Any wealthy activist could still buy a media company, even a small one, and use it to push a political agenda. I could also imagine that a law might allow unlimited individual expenditures under the banner of free speech, and the distinction between types of legal persons makes me think that would be a likely outcome. This would close the current sources of funding, but as long as individual speech and press freedoms are maintained, there will be a pathway for money to weigh in on politics.
