Maybe in Feb 2015? I also heard rumors she will do it later this year after the elections but that's probably too soon.

I think it's best she does it soon, maybe even next week. This week won't work with the possibility of the Scotland Independence vote getting a lot of attention.

It'll excite Democrats, and allow her to campaign actively for the Senate. Expectations are low, so if Democrats lose the Senate, it won't be as significant. They'll remember she fought. And if they win, she'll get a lot of credit.

It removes confusion from the rest of the Democrats.

And it lets Hillary ding Republicans for politics as usual, while forcing them to spend more money early, because the primary's been moved up a quarter. She'll presumably have a spending attention with less significant opposition.

She could wait later than Memorial Day if she wanted to.  The question is whether she wants to.  If she waits too long, still holding out the possibility that she might not run, then that'll encourage other candidates to enter the race.  If she wants to run virtually unopposed, then she should signal her intentions early-ish.  The question is what's good enough to qualify as "signal her intentions".  It's possible that she sets up an exploratory committee early-ish, but then doesn't actually do much of any campaigning for quite a while.

Setting up an exploratory committee early in 2015 sounds like it would be a good idea for Clinton if it helps her clear the Democratic field. I could see her making appearances every few weeks or so in the early states like Iowa and New Hampshire even if she is at the exploratory stage. Anyhow, I suppose you're right that she wouldn't have to be very active as long as it's apparent that she's dipping her toes in the water already.

She should announce during Obama's 2015 State of the Union address.  Mitch McConnell would invite her as a special guest to troll Obama.  Whenever Obama would make a big applause line, she would instead remain seated, and hold her hand to her mouth, like she's disturbed by what she's seeing and hearing:



Then about two thirds of the way through the speech, she rises and interrupts, Joe Wilson style:

Ted Cruz announced 3 and a half years before the 2016 election that after 5 months in the Senate he's considering a Presidential run.

As for Hillary, the longer she holds out, the longer Republicans will continue to s#it their pants over her possible candidacy. I'd say around the same time Barack Obama announced his candidacy back in 2007, right around my birthday at the end of February.

That was when he announced the formal start of his campaign, but he announced his exploratory committee (which is really the de facto beginning of the campaign) on Jan. 16th:

Either late January or early February 2015 -I doubt she will announce before the new Congress is sworn in, or when President Obama gives his State of the Union address.
