Rand Paul would more than likely want someone like Amash or Massie, but that's highly unlikely. The best pick would be Haley since Gary Johnson was too unintelligent enough to stay in the GOP
Johnson said throughout the campaign that he would run even if Ron Paul was the nominee. Paul did not endorse Johnson at any point. Johnson went to Ron Paul in person to inform him that he was running, and still did even after Paul disclosed that he too would run.
TL;DR: Johnson never had a chance in the GOP. He made a good decision to run for the Libertarian nomination and still managed to poll 1% of the vote in the end. The best option for Paul would be Rob Portman or someone of his standing.
