I know they are filled by the State Party of the previous office holder sending 3 names to the Governor, of which he must pick; but exactly who in the state party determines the 3 people who are sent to the Governor?

I remember there was some sort of vote in the Democratic Party that narrowed the names down to 3 for Abercrombie to choose from (Colleen Hanabusa, Esther Kia'aina, and Brian Schatz). There were other candidates gunning for the seat.

I guess votes come from the "committee", however that body is chosen.
