I guess either the NRW state government or the Arnsberg district administration (which is appointed by the state government) is ultimately responsible, by outsourcing the security for asylum shelters to companies which employ ex-convicts and/or Nazis as guards thugs and not providing proper oversight of these companies' conduct.
