VA-10 is quickly becoming blue. The dem won't probably win, but I expect this district to become relatively democrat in 2020.

Not really.  Ken Cuccinelli won it and Mitt Romney did as well.  The blue trending areas are concentrated further east in CD-11 (quite intentionally).  The better target would be VA-02, which Obama won twice and McAuliffe carried by about his statewide margin.  Rigell is quite moderate and likeable, but it's the best trending of the R-held seats in VA and it would be quite difficult for them to re-gerrymander it in 2021.

Bring blue by 2020 is very realistic. Loudoun County is most of the district and yes, it is trending blue.
