A committee can work great if the people on it agree with the primary mission for such and work productively towards that end. Otherwise it will fail without ah fail. It is unfortunate that the committees did not succeed last year and the year before.

I think it's telling that everyone who was around to participate in the Senate's committee system agrees that it achieved nothing aside from creating more pointless bureaucracy. It's not a useful way to hold discussions.

I'll give Cranberry a chance to explain why his proposal would be different, but, barring a miracle, I'd like to either table this or vote it down as quickly as possible.

The reason that committees failed is because people on them had no desire to, or interest in advancing their purpose, and utilizing them thus in a productive fashion.

The size of the game and senate actually means that committees would be advantageous to handle a matter of fine detail and they have actually worked in the past. The GOR committee worked at first, the Budget committee in 2010 achieved its objectives, though it took a few months longer then anticipated as recall. We would do well to avoid these broad generalizations, it shuts down critical and analytical thinking and traps one in a box.

Single use, missioned focus, well led and compose of honest and hard working member committees have more often than not, succeeded.
