Well yes, of course he could.  Is it likely?  Hell no.  But, he is eligible to be on the ballot, so technically he could win.  Maybe if Clinton was video taped killing a child or something... Even then Clinton would probably still win. 

If Jeb won in 2016 and was very, very popular in 2020, and he was up against an absolutely awful candidate, then he might could make it closer (than it has been).
