With this ad being run in Kentucky and other competitive states around the country, could the politicization of the ebola outbreak be a winning last-minute talking point for either party, though IMO moreso the Democrats?

I could see an ad of Democrats criticizing a Republican of voting to cut CDC funding and then lowkey linking it to ebola.

Meh ... there's nothing really to attack. The GOP allocated MORE money for CDC than Obama requested. Neither side has done anything to increase the risk. Shutting down flights won't accomplish much. Non-issue.
