Senator Cranberry's proposition seems to be  a good idea, I will support that. We just need to find funds in order to fund that. Although I wouldn't mind having a small deficit budget if it allows students to reduce tuition fees.

If we're comfortable with running deficit based on this Bill because we have a very small surplus this year, is pretty short-sighted.

I said it would be a small deficit just for this year, we would have to search for a more permanent solution when discussing next year's budget. But yes, you are right, it would be pretty short-sighted just thinking for this year.
I just would like to point out that having a small deficit like under 1% isn't catastrophic at all, this is when the deficit is out of control that this is problematic.
Reducting education cost should be a top priority!

But if I recall correctly, the miltary budget has been reduced by 75%?
So I guess the expected surplus is bigger???
Have we passed other spending programs during the last year? What is the current surplus in the end approximately?

Because raising taxes on the rich will only make things worse for the working classes. We need cross the board tax cuts. I'll be introducing my tax plan very soon. Read my lips; flattened Clinton era tax rates.

I oppose this bill since I don't think everyone should pursue post-secondary education. If higher education is universalized, a college diploma will likely take on the status of a high school diploma and become something nearly everyone is expected to have, which will mean that everyone will have to go to college, even if their could be better spent elsewhere.

Do you know Raymond Boudon Deus Naturae, you would probably believe his views.
I indeed believe that currently (at least for France), there is a problem with education. Indeed, for instance if 40 000 engineers are needed, France would give the diplomat of engineering for 80 000 persons. There is a problem between the supply and the demand, and that means that those who have a degree, only people who have "relations" (my gfather is a engineer blabla) will get the job and the most qualified people.
I indeed believe that if 40 000 engineers are needed, only 40 000 should get the diploma of engineering.

However, I believe that the 40 000 most qualified persons should graduate,  not the 40 000 richest.
That's why I support reducing tuition fees cost.
