Has this ever actually happened? By "this" I mean a situation where the government had the opportunity to ban a fascist party, chose not to, and then was taken over by fascists? I doubt a fascist party is going to be a strong force in a country where there is majority support for banning its existence.

Silly cartoon, especially since you probably define "fascist" as "everyone to the right of Debs".

Beating up on actual fascists and far-righters is cool though, it's just that they wouldn't form the bulk of people getting beaten if you got control.

It reminds me of a political cartoon I can't find right now from a different era, with Chancellor Otto von Bismarck with his back against the door trying to prevent the SPD and the Zentrum parties from breaking in on the grounds that Catholic and social-democratic ideology would be poisonous to the political culture of Imperial Germany.  When you start banning organized political parties, you rapidly begin to lose the ability to choose which parties are to be banned.
