under what conditions could Dick Cheney actually win (not become by circumstances) the presidency?

The only possible way I see.  George W. Bush dies in early 2003 before going to war with Iraq.  Cheney becomes president and is helped by the boost of Republican seats in the senate in 2002.  Cheney, wanting to win another election, foregoes the Iraq war until he gets re-elected.  Since the nation remebers how they liked Bush,(remember this is 2003 when his job approval rating was 70%) Cheney wins.  This would be similar to Lyndon Johnson's victory in 1964.  However, Cheney does not win in a landslide.  He does convert Oregon and some midwest and new england states, but not completely.

The only possibility that I see is that Bush dies suddenly 18 months or less before the election, Cheney runs to keep the Presidency stable and rides sympathy to victory.  a la LBJ in 1964.

LBJ had the "assistance" of Barry Goldwater.  Kerry would have been a more formidible opponent for Cheney than Goldwater was for Johnson.  These scenarios would probably be the best chance Cheney would have, but I don't see him as a likely election winner.

Make him younger and put him up against some idiot Democrat like Kucinich or somebody, and Cheney could win.
