1. Up to a $500 fine for littering
2. Minimum of two trees planted in every yard on newly constructed home with a yard.

Yeah, I'll second this request - I'm imagining a situation with a house that has a fairly small yard where two full-size oaks would just look ridiculous.

Perhaps a trees per square foot requirement would be more reasonable?

Non controversial Act
1. Up to a $500 fine for littering, whereas littering is considered objects not natural to the environment are placed carelessly within it.
2. Minimum of two trees planted in every yard the size of 1/4 acre and larger on newly constructed home (finished being built immediately after the passage of the bill.)

Also shouldn't punishments be doled out based on severity; i.e. the punishment for dropping a lollipop wrapper shouldn't be the same as dumping toxic chemicals onto a natural environment.

that bleeds into polution laws, but yes, I agree severity of littering should be taken account of, as should flexibility of fines, since wealthy people can just get off with being able to litter and only pay a fraction of what they earn, while $500 is a lot to a poor family.

Because of the IDS Fine Act this would mean, I guess, that only the richest billionaire in the IDS would ever have to pay $500 if he littered; anyone else would get a fine of a few dollars or possibly even cents.

EDIT: Ok, working this outusing the highest IDS daily income I could find, you would pay $500 for littering if your daily disposable income was $19,301. If you made $100,000 a year, your daily disposable income would be $139, making your littering fine (unless I've messed the math up, which is probable) $0.27.

Eh, this bill had some good intentions, but it seems the math isn't cooperating, especially with the current fine act. I withdraw sponsorship of this bill. If anyone wants to defend it or whatever, be my guest.
