Truman (taking over power after the death of FDR in 1945) or Johnson (taking over office after the assassination of JFK)?

Lean Johnson, mostly because of the Great Society and War on Poverty.

If it weren't for Vietnam he'd be my #1 President.

The one who wasn't a White Supremacist.

Was that the one who got civil rights passed, or the one who integrated the military?

Truman was undoubtedly the better man, and probably the better President.

Truman.

The one who wasn't a White Supremacist.

Both were racist, but their actions promoted civil rights for blacks in spite of that.

1) You can do either or both of those things and still be a racist ... I think it's pretty clear both men were.

2) Truman "integrated" the military.  Eisenhower actually got it done.

LBJ since his tenure had the Great Society and he always kept Congress in line.

Truman had the Korean quagmire, Johnson had the 'Nam quagmire so it's not like that changes. Although the Marshall Doctrine helps Truman out a little bit, whereas I can't think of a single foreign policy LBJ didn't blunder on.

But ultimately it's the Civil Rights and Voting Rights Acts that put LBJ up.

But no doubt Truman was less bankrupt and more genuine as a person.

You're right - Truman was a civil rights FF.  What is up with people's fascination with simplifying history?  Truman was a racist son of a b*tch who "supported" civil rights to bolster minority support, and that does NOT make his actions any less noble.
