Indulis Emsis of the Latvian greens was head of a caretaker government not too long ago. but they are more like the Nordic centre parties and 'til last week were applied with Ukip in the EP

The current president of Latvia, Andris Bērziņš, is also a member of the Green Party.

That MEP wasn't a Green though. She was a member of the Latvian Farmers' Union, which has an electoral alliance with the Greens. Pretty sure an actual Latvian Green would sit with the Euro Greens, although, as you said, they are much more conservative.
