People adjust their lives, as strange as it may sound. They drive less, they take transit, they decide not to move out to suburbia. It doesn't happen overnight, but people adjust their lives around costs. They demand more transit options from their government.

Yes. It may make to sense to have automatic adjustments, but if that then just make it a standard 2 or 3% increase per year rather than running the risk of further compounding high inflationary periods.  Fuel prices are a major component of CPI to begin with, both directly and indirectly, so inflationary adjustments to the gas tax means it comes when people are already taking a financial hit in this area, as well as increasing inflation even more.
