It will be a certainty once Scott Walker loses his bid for re-election, thus freeing Jeb of any worries about competing for the same GOP constituencies.

If Scott Walker wins reelection, I think that he'll be the frontrunner (even if polls don't quite show it yet).  If he loses, Bush is/stays the frontrunner.
