It's not really a fair comparison because FDR was screwing around with nascent economic theory (some of which was junk) that few people understood, and he was a pre-WWII president dealing with very limited federal authority. Consequently, he accomplished little besides establishing unconstitutional programs, old-fashioned (by today's standards) entitlements, and he created legislation that led to cringe-worthy restrictions on individual liberty (Wickard v Filburn).
Reagan lived in a different time and place, and he benefited from all of the modernity of his era.
