Northeast State Representation Act Fix

1. No person may claim to represent a state or any lower local government area of the Northeast Region without express permission from the Northeast Assembly, the government of Atlasia, or some other organization imbued with that power by the aforementioned bodies.
2. Those that break this act shall not be allowed to vote in any elections of the Northeast Government or the Government of Atlasia for four months.
