How is it Constitutional for the executive to be empowered to raise the GST by fiat?

Why would any moderate or conservative vote for a tax increase without reductions in spending?

Can you explain yourself here? Where does it say that the executive would be empowered to raise the GST by fiat? The second sentence doesn't make much sense could you explain that? Not that it matters now since this bill does not have a sponsor.

The Secretary of th Treasury is empowered by clause 1 to determine the rates of taxation, and it requires no Senate oversight aside from and "advised" rate of taxation.

As for the second sentence, since this bill makes no sense unless its an effort to reduce the deficit, I simply thought I'd ask why a conservative Senator should vote yes unless there are spending cuts to go along with the tax hike.

Yes, the time limit has elapsed.

This bill is now withdrawn, not having attained a governmental sponsor.

If anyone would like to continue the debate about its content, take it to the NB-DILT.
