Hmm...despite Portland, I would still say yes.

It's generally more Republican on the state level. Maryland has a Democratic supermajority, Oregon doesn't. Maryland's last Republican senator was in 1987 (being a bigger RINO than RINO Tom), Oregon's was in 2009.
