2. Section 4 of the Rules of Order is amended by the appendage of an additional clause, between Clause 3 and the present Clause 4, reading as follows:

The Pacific Council is one of the most inactive regional governments in Atlasia. While 24 hours is not a formal rule, I'll put forth a motion to table after the time has passed because if we want to be an effective government, we won't spend weeks with threads not responded to and legislation on hold. That only causes the inactivity we are trying to stem.
