Thanks, Mr. Speaker.

Members, this amendment to Standing Orders totally rewrites the existing section detailing the Speaker.  Not only does the present section lack any outline of how to conduct the election for the Speaker, it also fails to describe the job of the Speaker!  This amendment provides both of those.

I believe that the text is simple enough to understand so I will not explain every section in great detail, but I will say that the amendment does solve a problem we currently have with wasting time on holding an election for Speaker when only one person is nominated for the position - as has just recently occurred.  My amendment will remove that problem and allow the Assembly to resume its business as soon as possible.

I commend this amendment to the Assembly, and encourage all members to vote in favor.

I'm not sure if the 24 hour window to declare (point 4) is long enough. We've seen in the Senate a candidacy outside the time limit allowed and it caused problems.

If the goal is not waste time with the election process, candidacies could be accepted from the time the Lieutenant governor is chosen or election resuclts certified and end 24 hour after the Lieutenant governor gives a last call for candidacies.

Well, the 24 hour window is what is currently in place so I naturally included it as a way of simply defining all of the previously unwritten rules.  If the Assembly would like to extend the period I wouldn't be opposed to such an amendment.
