Staten Island is about 66% non-Hispanic white, the others you mentioned are less than 50% Non-Hispanic white with the exception of Bayonne which is 56%.  Whites in Staten Island tend to be more Italian, older and more religious as well than whites in Bayonne, Rahway and Elizabeth.
