I doubt that he wants to leave, but it was something he had to do to get re-elected.

Also, I'm almost 99% positive that Espaillat takes the seat in 2016.

No because the Voting Rights Act will likely be dead by the 2020 round of redistricting (especially if Conservatives still have their majority on the Supreme Court).

I think so -that was the reason why his last primary was so challenging for him, helping to convince him to retire after his coming term.
