Rank the first three capitals you want to be eliminated in reverse order 3, 2, 1 which will equate the amount of points you wish to give each capital. At the end of the round the three with the highest points will be eliminated.

For the next four rounds voting will be held by region: West, South, Midwest and Northeast (to be very crude). In this round two state capitols will be eliminated from the Northeast as defined in blue in the map below (states in red have already been eliminated, Maryland is in Green to indicate it can not be voted in this round):

In this round you have 3 points of elimination to distribute and so can vote in three possible ways: 3 votes for one state, 2 votes for one state plus one vote for an another state and 1 vote for three different states. The two states with the highest points at the end of this round will be eliminated.

In this round one state capitol will be eliminated out of the state capitols which have yet to receive any votes whatsoever over the previous nine rounds. They are shown in Green below:

The Red represents states already eliminated, the gray those who have already received votes but are still in the game and Maryland is in blue because it is still protected. You can only vote for the states in green in this round.
You have one unweighted vote to cast in this round. In addition to voting for who you want to eliminate, in this round you can vote to save a state capitol, also from the list in green, until round 16. Here you also have one vote.
