Belfast. I've visited them both and while Dublin is a really cool city, I didn't find it as interesting of a place and it had more generic big city feel. Dublin struck me as a city of banks and Belfast struck me as a city of industry. I'll take the latter.

I'm not going to say Dublin is the Paris of the isles or anything but why on earth would anyone choose Belfast?

It's smaller, I'm a Protestant, and I like the electoral options in the UK better than the ones in the Republic of Ireland; to name three reasons.

Personally, I'd rather live in rural Northern Ireland than either city. I can't stand cities.
