Too little too late, defining success downward, etc.

However, still a Freedom Agreement because the optics of US and China making the right noises rather than using each other as an excuse removes the single largest stumbling block to multilateral negotiations (and one of the biggest concern troll talking points), which is a prerequisite to further progress.  In other words, it's a good first step.  Kudos.
