2008, I've played each, and 2008 is the most user friendly.

President Forever 2016 is the "new" one but they just switched it into President Infinity -- which is just a bit more updated...I like President Forever 2016 the best IMO, I think President Forever 2008 looks like crap.

In terms of scenario selection, 2004. They were not as fun to play as they would have been on later versions, but they included almost presidential elections as well as many senate and gubernatorial elections, non-US elections, hypothetical scenarios, future scenarios (some of which, of course, are now historical scenarios) and fictional scenarios.

In terms of playability, 2008 for sure. 2012/2016/Infinity would be if not for the confusing layout. 

There was also a now-obscure 2000 version (titled "President 2000" IIRC) that had cartoon default pictures of Gore and Bush.
