On doctor's orders, Vice President Joe Biden steps down as Vice President.

Who does President Obama replace him with for the last two years of his administration?

As far as ability and qualifications to assume the position of President, you could be right.

But would Kerry leave the very active and influential post as Secretary of State to become Vice President for two years?

Kerry wouldn't want to leave SoS, since he seems to like it a lot.

I'd say he chooses a long-time senator, who can work with Congress like Biden did. Someone like Chuck Schumer.

No one does, because the GOP controlled Senate will categorically reject any nominee for the position until Obama agrees to another round of austerity or partial privatization of Medicare or Social Security.

There are three scenarios he can go with: Elder Statesman, Future of the Party, Hillary Clinton.

An elder statesman would be someone in a Biden mold who would end his/ her political career as Veep. Leon Panetta would have been an obvious choice with his deep resume, but then he wrote a book criticizing Obama. A Senator would likely get confirmed easily, but keeping the seat could be an issue, with an obvious incentive to avoid states where Republican governors can make appointments, or Republican candidates can win special elections. Former Senators like Jay Rockefeller or Max Baucus would also make sense for this reason. Gary Locke has passed Senate confirmation a few times, and could be a useful surrogate with Asian/ western voters. Steve Beshear's a popular red state Governor, and this might make Kentucky's gubernatiorial election better for Democrats by turning the LG into an incumbent Governor.

Alternatively, Obama could pick someone with a bright future in the Democratic party. Contenders would be Julian Castro, Amy Klobuchar and Kirsten Gilibrand. There might be a deal that these individuals would not run against Hillary, or it might be a way for Obama to promote a major opponent to her.

He could also pick Hillary Clinton, as someone with instant name recognition, although that might undercut parts of her campaign.

That is not the point of the question.

Just go with it.

I will agree with Mister Metts and say that Obama would go with an elder statesman, someone who will not be running for President or for anything else in 2016.  One possibility is Secretary of Agriculture Tom Vilsack, former Governor of Iowa.

Julian Castro would be a good pick.

Very in-experienced, though. I don't think any Democrat who has aspirations of higher office will want to serve under a lame duck, unpopular President.

It would be really tricky.  Obama would either have to pick someone who had declared no interest in running for president in 2016 or someone to whom Obama would be willing to give a de facto endorsement for in the 2016 race.  My guess is that, in order to avoid what would be perceived as tampering with the 2016 race among Dems, he would try to find an "elder statesman" type who had no intentions of running.  Maybe Kerry, but if not him, someone else like him.

I do think however that the House and Senate would have to confirm.  The Pubs in Congress want a reasonable shot at winning in 2016, and they would just so look brazenly partisan to the entire country by blowing off constitutional succession issues by only leaving their own guys in the line of succession until 2016 that they would discredit themselves.  It's not something they could use as a legislative bargaining chip either without totally burying themselves with the public.  But I think the catch for Obama would be that, for both Dems and Pubs, he would have to pick someone who won't run for president themselves, and would be willing to make such a declaration openly.

haha.  Okay, you want a serious response.  If I were a member of Team Obama, then I'd remind him that this is a once-in-a-lifetime opportunity to name his successor (and stick it to Team Clinton good!)  

There are a few choices.  Governors usually make for good presidential candidates.  O'Malley, Rendell, and Schweitzer all have baggage.  As does Webb.  How about Cuomo?  Or Quinn?  Actually, I like Quinn very much.  He has the stank of loser on him now, but that may rub off, and anyway after two years as a Vice President it may not matter.

Some thought should go into it because it's a chance to circumvent Hillary Clinton, and that is very important.

An outside the box choice would be Brad Henry, the 51 year old relatively popular former Governor of Oklahoma. He was reelected in 2006 with 66% of the vote.

He seems like a useful national surrogate for the Democratic party.
