No.  Not until we are producing more of our own for domestic consumption.  Instead we should build the refinery infrastructure to handle our crude and sell the excess products drom that abroad.

By their very nature jobs involving the extraction of non-renewable materials are always going to be ephemeral, perhaps a long term ephemeral, but still ephemeral. So anything that tends to flatten out booms in that industry is a good thing in my book.  It'll all get used sooner or later and encouraging it to be later means that as a general rule, it get used at a point at which such resources will be more valuable. It also tends to give US manufacturers a slight boost by giving them a relatively cheaper source of materials.  Granted all of the above are going to be minor effects economically, but the only reason for not doing such a ban is to keep other countries from doing the same with other materials that they have and that our manufacturers need access to.  Until such time as that is a problem, I see no reason not to do so.

As if the US were the only place natural gas can be found.  Given the inherent costs involved in LNG transport, what is needed, if Europe is to be serious about cutting itself off of Russian gas, is that Europe not quite so technophobic about fracking as it has been.
