Well President Dwight Eisenhower never was in the US Congress,  nor was he a Governor of a state. He was however a "Chief Of Staff Of The Army" and "General Of The Army". He also held other positions in the Army during his military career.

Eisenhower was a beloved war hero, which was more than enough to balance his lack of political resume.
