Kentucky law, isn't going to be changed, since the GOP doesn't control both houses of the legislature.  However, Paul could still try to convince the state GOP to allocate their delegates via caucuses, rendering the presidential primary in KY meaningless.

Yes but he can run for President and potentially know if he has a chance and drop out of one of them in time.

Why would he do that when the GOP has a good chance of winning this year-- especially if Hillary doesn't run-- in which case there'll be an own party incumbent in 2020?

I'm wondering if he buys into the idea of inevitable Hillary.

He can still run and drop out later. This doesn't change a thing, but I think it does show his main focus for the near future.

If he actually wins the presidential nomination, then he's obviously going to drop out of his Senate race.

He just wants the ability to run for both in the primary, but the state legislature isn't going to help him out there, so he has to resort to these shenanigans with the state party switching to a caucus.
