Nay, four hours is too few. I like what is being done here regarding focusing on education but four hours a week during the week is just too few to merit my support.

There was enough negative to warrant a nay. Section Three was a no go for me. There are historical exemptions for said busisnesses effected in the section. Yes, many things were good but there was just too much I couldn't back.

There is not much point in my pointing this out now, but the lack of an exemption for family-owned businesses in Section 3 could pose problems for enforcement. It assumes a clear division between household chores and helping with the family business that does not actually exist in many, or even in most, cases.


That's a problem that would effect any child labor law short of no regulations at all though, and definitely could have hampered the previous law.

If we were to limit family run business's to, say, 10 hours then they could just hire for 10 hours and then claim the rest as chores- Any limit on child labour, including for under 15 year olds, runs into the same problem.

Like so many things there doesn't seem to be an easy solution, and I think we just have to accept it's imperfect and try our hardest to enforce it by looking at individual cases.
