I voted Rubio. I think Jeb realizes how hard of a time he'll have in the primary, and since he isn't willing to pander to the base in order to win, my guess is that he'll decide a run isn't worth the hastle in the end.

Rubio clearly wants to run more than Bush does, as Bush rhetorically asks himself whether he "can do so joyfully".  But Bush is Rubio's mentor from years ago, and has first dibs on the Florida donors.  So really, this is a question of whether you think Bush's chances of running are greater than 50%.  I'll still say no, for now.

Could Rubio be to Bush what Fred was to McCain eight years ago?

Actually, this theory makes a lot of sense now. Rubio might be preparing himself to run to split the conservative vote and help Bush out in South Carolina (and potentially other states depending on how effectively this pans out.

Besides immigration, on domestic policy Rubio votes like Ted Cruz.
