I'm down with this, although I'm not terribly invested either way.  The problems with the game won't be fixed without a total reboot of the whole game.

Well I'm glad they didn't get rid of the position entirely. If this passes is the GM no longer responsible for cost analyses?

I'd argue that's a good thing; I doubt many players (if any) seriously pay attention to the cost analysis.
